by Frank Froggatt

When it comes to the right for people to operate one of the buggers, there is little common ground between different countries on whether an individual needs to be licensed or not. If for instance, you live in the EU, but not in France or Italy, you are allowed to operate one without a driving license, but in those two countries you must have a minimum of a car license to operate anything up to 125cc. None of the rules governing the use of these modes of transportation have truly been defined, so there is not a lot of clarity on what you really need.
